The 2003 International Conference on Information and Communication Technologies (ICT 2003) was held at Assumption University Bang Na Campus on 8-10 April 2003. ICT 2003 is a non-profit conference, initiated for the purpose of enhancing the learning process through enjoyable and fruitful discussions in a friendly and inspirational atmosphere.
The ICT 2003 Conference was hosted by Department of Telecommunications Science, Faculty of Science and
Technology, Assumption University. General Chair was Dr. Chanintorn Jittawiriyanukoon, Publication Chair was Dr. Dobri Atanasov Baovski, and Technical chair was Dr. Serghei Fedosseeve.
Prof. Hermann Gruenwald from the USA presented the plenary talk on the topic, "Web-enabled Databases and Their Applications". Paper submissions from 17 countries, namely: Australia, Austria, Bahrain, Canada, China, Finland, France, Japan, Korea, Kuwait, Lithuania, Malaysia, Norway, Singapore, Thailand, the U.K., and the U.S.A., have been reviewed and finally selected for inclusion in the proceedings.
In addition, three papers were presented by the faculty members of the S&T Faculty, namely: (i) "Developing a Data Warehouse in a Statistical Environment: Labor Force Survey Case Study", by Saranpong Pramsane and Kuntarod Chum-nungid, (ii) "On Improving 3D Reconstruction of Shape from Shading using Optimal Thresholding and Histogram Processing Techniques", by Vadeerat Rinsurongkawong and Thotsapon Sortrakul, and (iii) "A Study of Multi-Protocol Label Switching Deployment in the Internet Service Providers Network", by Chadesuda Sudhi-samdang, Surat Tanterdtit, and and Chanintorn Jittawiriya-nukoon. The abstracts of these papers have been published in "AU Abstracts 2003", a publication containing papers presented at the international meetings by the faculty members of Assumption University, and issued by the Office of the AU Journal of Technology in July 2003.
In this Conference, three students received best student-paper awards, which were:

"Performance Evaluation of Multi-Pulse Code-Excited Linear-Predictive Coder with High Pitch Delay Resolutions Technique over Additive White Gaussian Noise and Rayleigh Fading Channels", by Supattarachai Chompun, Yuttana Yothinsumpun, Datchakorn Tancharoen, and Somchai Jitapunkul of the Center of Excellence in Telecommunication Technology, Department of Electrical Engineering, Faculty of Engineering, Chulalongkorn University, Bangkok 10330, Thailand.
It is quite encouraging to observe the participation of many master and doctoral degree students. Having in mind that most students from the Asian region have certain problems expressing their ideas in English language, the conference organizers have decided to put emphasis mainly on the originality of their research work instead of focusing on the grammar. As a result, the native speakers may find some scripts quite difficult to read but we hope that all students will have unique opportunities for discussions and exchange of ideas and knowledge.
The 374-page proceedings of ICT 2003 has been edited by Dr. Dobri Atanasove Batovski, the Publication Chair of ICT 2003. It was published by Assumption University and released since early June 2003.
The conference is planned to become an annual forum with a strong international flavor.
