A seminar was organised on August 21, 1999 at the Hall of Fame and the opening ceremony was presided over by the Rector, Dr. P. Martin Komolmas. The following distinguished educators acted as keynote speakers for the respective sessions.

Session 1. Quality Assurance in Education.
Session 2. Professor Richard Gustafson, Fulbright Scholar and President of New Hampshire College, U.S.A.
Session 3. Quality Assurance in Thai Higher Education. Dr. Prasit Thongsawai, Director, Research and Development, Bureau of Higher Education Standards.
Session 4. The National Education Bill of Thailand. Dr. Siriporn Boonyananta, Deputy Secretary General, National Education Commission.

Prof. Gustafson explained in detail about Quality Assurance Systems obtaining in the United States and Thailand which were very revealing. He said that while it was a highly decentralised system in America with built-in quality assurance features, in Thailand it was mostly a centralised system and only recently the question of quality assurance was taken up by the Ministry of University Affairs.
